Overweight and obesity
Overweight and
obesity is considered the most disastrous condition of any human being in the current
era. Not because that obese people remain inactive and interest less, but over
the time the obesity has caused intense effects on human beings. Cardiac
diseases and respiratory disorders are the most noted disorders among obese and
overweight people.
Similar is the
case of Bhalla brothers, who have a second life through medical miracle. There
are four brothers from Bhalla family and each one of them was severely obese
enough to invite severe deadly disorders to them. The eldest among all is Mr.
Narendra Bhalla, weighing around 125 kgs, and had Body Mass Index (BMI) of
48.8, which is far above the normal unit for any individual. The over-accumulated
fats and weight of Narendra was adequate for him to welcome Metabolic Syndrome.
Mr. Ravi Bhalla
is the second among the four brothers. Ravi reported weight of approximately
138 kgs and BMI of 47.8. Ravi’s obesity had brought to him troubles of
uncontrolled diabetes and high blood pressure. These issues have a close
relation to cardio errors. Furthermore, the third brother Mr. Kamal Bhalla too
suffered from the effects of overweight. Kamal weighed only 101 kgs, which was
far lesser in comparison to his brothers, and his BMI was 36.7. Kamal suffered
from dyslipidemia and diabetes. The youngest of all the brothers is Mr. Naresh
Bhalla, who has suffered from high blood pressure due to obesity. Naresh’s
weight was 130 kgs and had reported BMI of 41. In this way, all the four
brothers were severely affected from some or the other disorder caused due to
overweight and obesity. The Bhalla brothers were seriously worried of their
health conditions and have tried several ways to be cured.
Tired of trying
every procedure for reducing weight, they lastly came to know about bariatric
surgery that gives direct results on obese people. Bariatric surgery is a type
of weight loss surgery done with the help of a medical device used to reduce
the size of the stomach. The Bhalla brothers were helpless and found this
treatment as a last hope of getting some optimistic results and it did. The
three elder brothers underwent the surgery in Mumbai under the inspection of
Dr. Manish Motwani and found it fruitful. They have lost their weight in a most
tireless and comfortable way. Excited by the results of bariatric surgery on
their health, the Bhalla brothers invited their youngest brother Naresh from Amritsar
to undergo the surgery.
The lifestyle and
personality of Bhalla brothers reversed following the surgery. Once, they found
it difficult to get up from a low chair or go for a long drive, due to the huge
size of their stomach, but now they are comfortable with their routine work.
The things that they thought of unattainable in life are now within their
grabs, thanks to the batriatric surgery. The surgery has resulted into remarkable
weight loss and improvement in the quality of their life. Upon completion of
the surgery, the diabetes and cholesterol level of all the four brothers
reduced gradually to normal units and they are now living a healthy and happier
life, thanks to Dr. Manish Motwani.

35000 VOTERS FROM MULUND WONT BE ABLE TO VOTE DURING 2014 GENERAL ELECTIONS DUE TO CANCELLATION & NON AVAILABILITY OF PHOTOS.
Approximately over three lakh & twenty
thousand voters from Mumbai North East District including 35000 voters from
Mulund will not be able to vote in the forthcoming, year 2014, general
elections as their names have been deleted from the voter list. A drive
to revise the existing election roll and update photographs of voters started
from 15th March 2013 and of the 3 lakh plus Mulund assembly voter list; 28000
voters have been deleted. Rajesh Ingle, General Secretary of Mumbai North East
District Congress Committee came across this startling discovery.
The special drive was undertaken by the state
election commission after the central election commission strictly warned to
update the lists with photographs and delete those who did provide the same in
the stipulated time. Order to promptly delete duplicate, shifted & dead
voters was also issued. As result of which nearly 1.5 crore voter names
in Maharashtra will be deleted this includes 22 lakh voter deletion from mumbai
suburban district & 6 lakh deletion from voter list of mumbai city.
Rajesh Ingle says “Lack of publicity of the
special deletion drive by the local election offices and failure of political
parties to voluntary promote the drive has led to the large scale deletion in
the Mulund election list. The percentage of deletion is far more in urbanized
pockets. Hostility of people staying in big housing complexes which restrict
entry of field officers on election duty conducting survey has resulted in
deletion of voter’s primarily belonging to this segment, whereas people staying
in slums are more responsive for their vested interests; thus deletion in slum
pockets is lesser.”
Ms. Sonali Mule, Chief Election Officer for
Mulund Assembly says, “To facilitate residents of housing societies and hi
profile residential complex the state governments housing department issued a
GR stating that the chairman secretary of such housing complex, on society
letterhead, can update the local election offices with information of
correction, addition or deletion of voters in their respective societies so
that the local election office can undertake the process of updating the same.
Seemingly even this initiative remains less publicized and those who are aware
don’t care to shoulder the responsibility.”
Though the deletion of repeat, shifted &
dead voters will end bogus voting; there is an urgent need for political
representatives and parties to undertake awareness drives regarding the photo
update on voter list due to which genuine voters may not be able to cast their
votes. Under the flagship of the congress party we will appeal to the state
election commission to extend the 1st June 2013 deadline and also attempt to
publish the updated voter list online for general public to refer says Rajesh
Ingle.

विधानसभेमधील आतापर्यंत एकूण २८ हजार मतदारांची नावे वगळण्यात आली आहेत असा खुलासा
ईशान्य मुंबई जिल्हा कॉंग्रेस कमिटी चे सरचिटणीस राजेश इंगळे यांनी केला आहे.
केंद्रीय
निवडणूक आयोगाच्या आदेशानुसार ही विशेष मोहीम राज्य निवडणूक आयोगाच्या वतीने हाती
घेण्यात आली ज्यांतर्गत ज्या मतदारांची छायाचित्र मतदार यादीत सामील नाहीत त्यांचे
छायाचित्र मागवण्यात आली. त्यानंतर वारंवार सूचना करून देखील ज्या मतदारांनी आपले
छायाचित्र पुरवले नाही त्यांचे नाव यादीतून वगळून अशा आशयाच्या स्पष्ट सूचना राज्य निवडणूक
आयोगा कडून स्थानीय निवडणूक कार्यालयास होत्या. त्याचबरोबर ज्या व्यक्तींची नावे
मतदार यादी मध्ये एक पेक्षा जास्त वेळा आहेत, ज्या इतरत्र राहण्यास गेले आहेत, अथवा मृत झाले आहेत अशी नावे देखील यादी
मधून तात्काळ वगळण्यात आली आहेत. ह्याच धोरणानुसार महाराष्ट्र राज्यातील जवळपास
दीड कोटी मतदारांची नावे मतदार यादीमधून वगळण्यात आली आहेत ज्यामध्ये उपनगरातील
सुमारे २२ लाख मतदार व मुंबई शहरातील ६ लाख मतदार देखील सामील आहेत.

ह्यांच्यानुसार, “ निवडणूक आयोग व स्थानिक निवडणूक कार्यालयांच्या द्वारे आयोजित अशा विशेष
मोहिमेच्या प्रचाराची कमतरता आणि राजनैतिक पक्षांची सदर मोहिमे विषयी जनजागरण
निर्माण न करण्यामुळे एवढ्या मोठ्या प्रमाणात मतदारांचे नावे मतदार यादी मधून
वगळण्यात आली असल्याची शक्यता आहे. त्यातही शहरी भाग व प्रामुख्याने मोठ्या
गृहनिर्माण संस्था संकुलांमध्ये मतदारांचे नाव वगळण्यात आल्याचे मोठ्या प्रमाणात दिसून
येते कारण सदर संस्थांमध्ये स्थानीय निवडणूक कार्यालयातील प्रतिनिधीना सर्वेक्षणास
येण्यास मज्जाव करण्यात येतो. मात्र झोपडी मध्ये राहणारा मतदाता आपली व आपल्या
झोपडीची शासन दरबारी नोंद राहावी ह्या हेतूने प्रेरित होऊन मतदार यादी मध्ये नाव
दाखल करून घेण्यास उत्सुक असतात त्यामुळेच झोपडपट्टी मध्ये राहणाऱ्या लोकांची
मतदार यादीमधून नाव वगळल्याचे प्रमाण फार कमी असते.
श्रीमती
सोनाली मुळे, मुलुंड विधानसभा क्षेत्राच्या प्रमुख निवडणूक अधिकारी ह्यांच्या
म्हणण्यानुसार,“लहान मोठ्या गृहनिर्माण संस्थामध्ये (हाउसिंग सोसायटी ) मधी रहिवाश्यांसाठी
सुविधाजनक ठराव ह्या हेतूने महाराष्ट्र शासनाच्या सहकार विभागाने एका शासन
निर्णयाद्वारे गृहनिर्माण संस्थेचे अध्यक्ष व सचिव यांना अधिकार दिले कि त्यांनी
त्यांच्या गृहनिर्माण संस्थेच्या लेटर हेड वर त्यांच्या सोसायटीतील
रहिवाशीयांविषयी मतदार यादी संदर्भात काही बदल, सुधार अथवा नाव वगळण्यासाठी माहिती
द्यावी. माहिती प्राप्त झाल्यानंतर स्थानीय निवडणूक कार्यालयाचे प्रतिनिधी
सर्वेक्षण करून मतदार यादीत आवश्यक तो बदल करतील. असे सुविधाजनक प्रयोजन
शासनाद्वारे उपलब्ध करून दिले असताना देखील सदर धोरणाबद्दल उदासीनता आहे असे दिसून
येते.
सदर मोहिमेत
मतदार यादीमध्ये दुबार मतदार, पुनर्वासित व्यक्ती, आणि मृत्त व्यक्तींचे नाव वगळण्यात आल्यामुळे यंदा बोगस
मतदानास लगाम बसणार आहे मात्र त्याच वेळी प्रामाणिक मतदाराचे नाव ह्या गोंधळामध्ये
वगळण्यात येऊ नये अशी खबरदारी घेणे जरुरी आहे नाहीतर तो मतदार त्या मतदारावर
अन्याय होण्या सारखेच आहे. सदर बाबतीत सर्व राजनैतिक पक्षांनी आपल्या मर्यादेत मतदार
जागरूकता अभियान राबवणे उचित ठरेल. कॉंग्रेस पक्षाच्या माध्यमातून राज्य निवडणूक
आयोगाकडे आम्ही विनंती करणार आहोत की त्यांनी छायाचित्र प्रस्तुत करण्याची शेवटची
तारीख १ जून २०१३ पासून वाढवून द्यावी व २०१३ पर्यंतची सुधारित मतदार यादी ऑनलाईन
प्रकाशित करून मुलुंड च्या नागरिकांस सुविधा प्रदान करण्याचा मानस राजेश इंगळे
यांनी प्रसिद्धी माध्यमांशी बोलताना व्यक्त केला.

२०१३ से यह मोहिम शुरू हुई जिसके अंतर्गत मुलुंड विधानसभा की ३ लाख से ज्यादा
संख्या वाली मतदार सूचीसे अब तक कुल २८ हज़ार मतदाताओं के नाम निकले गए है. यह
सनसनीखेज खुलासा ईशान्य मुंबई जिला कांग्रेस के महासचिव राजेश इंगले ने किया है.
केंद्रीय
चुनाव आयोग निर्देशों के पश्चात यह विशेष मोहिम राज्य चुनाव आयोग द्वारा अमल में
लायी गयी जिसके अंतर्गत जिन मतदाताओं के छायाचित्र मतदाता यदि में नहीं हो, और सूचित करने के बाद भी मतदाता अपना
छायाचित्र स्थानीय चुनाव कार्यालय में प्रस्तुत न करे तो उसका नाम मतदाता सूचीसे
निकाल देने के स्पष्ट निर्देश डाई गये थे. साथ ही एक नाम मतदाता सूचीमें शामिल है, जो व्यक्ति कही और रहने गया हो या मृत्त
हुआ हो उन लोगो के नाम भी सख्ती से मतदाता सूचीसे निकालने की सूचना राज्य चुनाव
आयोग के माध्यम से स्थानीय चुनाव अधिकारियों को दी गयी थी. इसीके चलते महाराष्ट्र
राज्य से लगभग डेढ़ करोड़ से भी ज्यादा नाम मतदाता सूचीसे निकाले जा चुके है जिसमे
२२ लाख मुंबई उपनगर एवं ६ लाख मुंबई शहर के मतदाता भी शामिल है.
राजेश इंगले का कहना है की, “ चुनाव आयोग या स्थानीय चुनाव कार्यालयों
द्वारा आयोजित ऐसी विशेष अभियानों का प्रचार न के बराबर होता है और राजनैतिक
पार्टिया भी इस विशेष मोहिम से अनभिज्ञ रही शायद इसी वजह से इतने बड़े पैमाने पर
मतदाताओं का नाम मतदाता सूचीसे रद्द हुआ है. अगर देखा जाये तो मतदाता का नाम सूचीसे रद्द
होने का प्रमाण शहरी भागो या बड़े हाउसिंग काम्प्लेक्स में ज्यादा है क्यों के
स्थानीय चुनाव कार्यालय के प्रतिनिधि को सर्वेक्षण के लिए घर घर जाना पड़ता है
लेकिन बड़ी
सोसायटीयो में उन्हें प्रवेश नहीं दिया जाता. जबकि जुग्गी झोपडी में रहने वाला
मतदाता अपने दस्तावेज बनाने के हेतु से अधिक जागरूक और कर्तव्यों के प्रति सजग
होता है और इसीकी वजह से मतदाता सूची से नाम रद्द होने का प्रमाण झोपड़पट्टी
इलाको में बहुत कम है.
श्रीमती
सोनाली मुले, मुलुंड विधानसभा क्षेत्र की प्रमुख चुनाव अधिकारी के अनुसार, “बड़ी और छोटी गृहनिर्माण संस्थाओं
(हाउसिंग सोसाइटी ) में रहने वाले रहिवासियो के लिए सुविधाजनक हो इस हेतु से
महाराष्ट्र शासन के सहकार विभाग की और से जारी एक अधिसूचनानुसार, संस्थाओ के अध्यक्ष सचिव को यह अधिकार
दिया है के वह अपने सोसाइटी में रहने वाले रहिवासियो के विषय में सुधार, बदलाव, या रद्द करने की सूचना अपने लेटर हेड पर
लिखित स्वरुप से स्थानीय चुनाव कार्यालय को अवगत करवाए. इसके बाद स्थानीय चुनाव
कार्यालय के प्रतिनिधि निरिक्षण के बाद मतदाता सूची में आवश्यक सुधार करते है.
लेकिन इसके बावजूद शासन का यह प्रयोग कम प्रसारित है और जिन्हें यह
धोरण मालूम
है वह इस प्रक्रिया पर अमल नहीं करते.”
मतदार सूची
में से दुबारा नाम, पुनर्वासित और मृत व्यक्तियों के नाम रद्द होने की वजह से
आगामी आम चुनाव में बोगस वोटिंग पर लगाम लगेगी मगर जरुरी यह है के प्रमाणिक मतदाता का नाम
यदि गलती से रद्द हुआ तो यह अन्याय होगा. इसलिए राजनीतिक प्रतिनिधि एवं पार्टियों
ने अपनी मर्यादा में इस विषय में जागरूकता अभियान चलने की आवश्यकता है. कांग्रेस
पार्टी के माध्यम से हम राज्य चुनाव आयोग से यह अनुरोध करेंगे के छायाचित्र
प्रस्तुत करने की अंतिम तारीख 1 जून से आगे बढाई जाये और मुलुंड के नागरिको की सुविधा के
लिए २०१३ की सुधारित मतदाता सूची को ऑनलाईन प्रकाशित करने का प्रयास करेंगे ऐसा
राजेश इंगले ने प्रसिद्धी माध्यमो से बात करते हुए कहा.

‘U’ TURN BY MCGM
As per the MCGM survey data of 2001 Mumbai has 4500 public toilets of which approximately 70% are for men and rest for women. The MCGM will undertake a survey to analyze the need of new public toilets at new locations.
Though the survey will initially be undertaken by ward-level officials in each area, all the data will later be mapped out using geographic information system (GIS).The 2001 MCGM survey also revealed that 64,000 new toilet seats were required in the city.

DRASTICALLY DOWNSIZES CAPACITY OF ITS OWN PUBLIC TOILET & EXCLUDES FACILITIES FOR WOMEN IN MULUND.
As Mumbai struggles to accommodate the ever increasing population and the MCGM agreeing to the fact that providing public amenities and new utilities is becoming difficult by the day, it is surprising that the MCGM T ward administration does not share the sentiment as it has agreed to give away its own bigger unisex public utility toilet with washroom facility exclusively for women for a smallest possible one.
The MCGM managed public utility pay & use toilet located at Narmadadevi Pada Co-op. Hsg Soc. Ltd, Dr.R.P.Road, Mulund West, was demolished after the developer, M/s. Choice Enterprises, executing a redevelopment project in the area agreed to reconstruct a new utility toilet, at the same location, with similar capacity and then donate it to the MCGM free of cost. The MCGM would then appoint an NGO which will further operate the MCGM public toilet on Pay & use basis.
The T ward MCGM administration instead of retaining the original, 9(men /women toilet blocks) + 3(men urinal) +2(bathrooms), capacity public utility structure; downsized it to 5(men /women toilet block) +2 (men urinal) instead and totally excluded the 2 washrooms primarily meant for women. Shockingly it further proposed the reduction of the public utility to 2(men toilet block) +2 (men urinal) structure and sent across the revised proposal to the Chief Engineer of the Solid Waste Management department (SWM) of the MCGM. Reportedly, the location of the utility is also being changed in order to accommodate it into the layout to suit the new redevelopment thus making it inaccessible to general public.
While justifying the move to reduce capacity of the Public Utility, the T Ward administration cited temporary relocation of the local residents of Narmadadevi Pada Co-op. Hsg Soc. Ltd, as one of the reasons, while ignoring the fact that the Public Utility Toilet ‘was also’ catering the needs of the local residents and was ‘not exclusively’meant ‘only’ for the locals there. There are 3 girl schools nearby (Gyansarita, Navbharat & Kanyashala) parents coming to take their children from school, mostly women, used the facility. The next public toilet is located is far away from this location amidst industrial area not suitable to be used by women. Shopkeepers and their women staffs around the vicinity also used it as along with hundreds of commuters and general public utilized its services. Therefore it is surprising that T ward administration is ignorant about these facts and projected the utility to be useless in future..!!
A existing MCGM utility project , for which the MCGM neither has to look for a new land, nor has to invest, or look after its maintenance in the near future, thus having no liability, and is still giving away its own bigger utility and settling for a smallest possible bargain is really bewildering. Instead it could have ideally compelled the developer to develop the public toilet into a star rated public toilet with additional seats and exclusive facilities for women, as provided by the MCGM at some select locations in the city.
In stark contrast to the MCGM claims that “there is an urgent need to secure green spaces and retain and upgrade public utilities”; the MCGM administration seems to be generously giving away it’s rightfully owned utilities for reasons best known to them. What is the reason behind the MCGM ‘Generosity’ is matter of concern and investigation; but similar generosity may be sought by others citing ‘this very case’ as an example thus leaving no utilities for the general public.
Rajesh Ingle secretary of mumbai north east district congress committee, who has reported the misdoings of the T ward MCGM to the to the concerned MCGM higher authorities and alleged that the Local MCGM & Developer have conspired together and manipulated the MCGM mechanism to review and delay the execution of the original public toilet project for facilitating vested interests and demanded that the toilet should be retained in its original capacity with exclusive facilities for women.
